Eligible Applicants

Wyoming counties, cities and towns, and joint powers boards specifically involved in providing governing authority over airports and empowered pursuant to W.S. § 10-5-101 through W.S. § 10-5-204.

Loan Terms, Interest Rates, Application Fees

Interest rate is 5%. No application fee has been established. The term of the loan shall not exceed twenty (20) years and may be for a shorter term as determined by financial strength, repayment ability, security, and other factor. Loans shall be repaid in annual installments.

Eligible State Loan and Investment Board (SLIB) Meetings

Aeronautics applications may be considered at any regularly scheduled SLIB meeting

Timing of Applications

(Lead Time to Qualify):Loan applications must be received by the Wyoming Department of Transportation, Aeronautics Division (Division) at least 15 working days before the next regular Aeronautics Commission meeting. Within 10 working days of receiving an application for a loan, the Division shall notify the applicant, in writing, if the application lacks any item required. The applicant shall have 10 working days to submit the required information.

After the Commission recommends an application, the loan application package, containing all items described below, shall be forwarded to the Office of State Lands and Investments for a review of the applicant's credit worthiness. If the applicant is found to be credit worthy, the Board will consider the application at its next regularly scheduled SLIB meeting.

The following information is required for all applications:

• 3 years audited financial statements

• Current balance sheet and income statement

• Copy of the joint powers agreement approved by the Attorney General (if applicable)

• Copy of the certificate of organization filed with the Secretary of State (if applicable)

• Copy of the funding commitment from other participants

•  Other applicable information the Commission deems reasonable, prudent, and necessary
